I created the initiative issue type and couldn't change the ranking or Epic's ranking. How can I make initiative the rank #1?

The numbers are not an indication of the hierarchy. The hierarchy is the order in which you see the issue types displayed from top to bottom. Because Initiative is shown at the top of the list, it is at the top of the hierarchy, with Epic below it, Story/Task below Epic, and Sub-task below Story/Task.

This is not possible in roadmaps hierarchy. The heirarchy upto Epic are predefined. If you click on the # icon on the left top it shows the Ranking order.

@Hannah Hou did you ever figure out a way to get around this issue? I am trying to add a Feature issue type, but Rank-it after epic.

The Jira Issue hierarchy doesn't support inserting a level between Epics and "standard level issues" (the level showing "Story/Task").
You could rename the built-in Epic issue type to be Feature, and then the "Feature" issue in Jira would be handled like an Epic. You could then add another level above the level labeled "1" with a new custom issue type.
Note that if you change the name of the existing "Epic" issue type to "Feature" that can have a negative impact on third party apps that provide specific functionality related to the Epic issue type.
