I have a issue in a project which only I and few of my users should be able to see. Rest other user should not. But they should see other issues in the project

You can create issue security scheme and associate it with the project and you can apply its security levels to the required issue so that only you and other users view that issue.

You need to be a Jira Cloud admin to configure issue-level security.
