Is it possible in Jira Cloud's team-managed projects to restrict issue visibility so that only members assigned to the issue can view it? In other words, I want users to be able to see only the issues they are involved in, and not those where they are not members. Is this level of issue restriction available in team-managed projects, or is it only possible using company-managed projects?

For issue security in a Team Managed project the only option is setting the security based on the project roles. Issues can be restricted to roles based on the issue type, or individual issues can be restricted to roles.
It is not possible to restrict the issues to individual users based on, for instance, that user being called out in a User Picker field.

In team-managed projects on Jira Cloud, it's not possible to restrict issue visibility so that only assigned members can view specific issues. All project members can see all the issues within the project.
This level of restriction is only available in company-managed projects using issue security settings.
If you need more control over who can see what, you might want to use a company-managed project instead.
