This weekend due to a power-cut, my server was down and all virtual machines, including the one running Jira was down.
After restarting the virtual machines, I first received the error that Jira couldn't start due to a lock. When searching on the community, I found that I had to delete following files and directories, which I did :
/opt/atlassian/jira/work/catalina.pid
/var/atlassian/application-data/jira/.jira-home.lock
After several times trying, Jira started again, BUT : all the issues are gone !
I receive the following error when asking issues assigned to me :
However, in the Issues-menu, they are still listed, as screenshot below shows :
Also during login, I receive this same error :
Can you please help me to recover my issues ?

@Sebastian Krzewiński I did try it, but it failed immediately, and not only issues were gone, also Projects and Dashboard were missing.
I installed the new plugin atlassian-universal-plugin-manager-plugin-4.0.13 and now Jira even doesn't start anymore :
java.lang.RuntimeException: javax.servlet.ServletException: java.lang.RuntimeException: javax.servlet.ServletException: java.lang.IllegalArgumentException: Root page 'com.atlassian.jira.gadgets:dashboard-page' does not exist!
it's completely messed up

Good news ! All issues solved, thanks to the information on this page below, Jira starts again, and alle project, dashboards and issues are back ! This is the holy grail :
