It is not possible to assign new tasks to users.
This problem has only recently occurred to me. I used to easily assign every task I created, but now it only shows my name when I want to assign a user.
Please help me sooner. And tell me why this problem has arisen now?

Could I have a look at your project's permission scheme?
Select the Jira icon (,
,
, or
) > Jira settings > Issues.
Select Permission Schemes to open the Permission Schemes page, which displays a list of all permission schemes in your Jira system and the projects that use each scheme.
Locate the permission scheme you would like to update, and select Permissions in the Actions column to view the scheme.
On that page, look to see which roles are granted the following permissions:
Whichever roles have been granted those permissions, let's make sure the users you need to assign the issues to are in those roles. Have a look at Managing Project Role Membership for details on this.
Select People (or Access if it's a next-gen project.)
If you're continuing to have any issues, please share with us screenshots of your permissions for that project, and then any users you are trying to add along with their roles. You will want to censor any private data, but just let us know which lines in the screenshot correspond to the users you are having issues with.

One more note; if you're not able to assign issues to ANYONE, it may be that you don't have Browse Users permission.
This can be seen in the Global Permissions page.

To confirm, we have not made an updates that would remove someone's permissions like this.
The screenshots you sent are not from the relevant screens. Also, you do not need to have access to create specific permissions for the project; you can do this with a free site. We just need to see what the current permissions look like.
What we need to help you troubleshoot is the following:
Next, select the Jira icon (,

) > Jira settings > Issues.
Select Permission Schemes under Issue Attributes to open the Permission Schemes page.
Show us what the current permission scheme looks like, especially for Browse Projects, Assignable User, and Assign Issues.
This should give us enough information for now, but we can dig further if this doesn't help me to resolve your issue.

Thank you for providing that. I still wanted to see your Global Permissions page, but I think now it might be related to this issue that we resolved about 30 minutes ago:

There were a few separate incidents yesterday regarding user search (all can be seen on jira-software.status.atlassian.com). The last incident was resolved about 9 hours ago.
Can you give it one more check on your site and let me know if you're still facing the issue?

You can have multiple causes:
1.Persons are not any more in project list of Peoples
2.Persimmion scheme was changed
3.User have no more Jira Licenses Software or Service desk
