It seems like when a user Clones a ticket, we do not receive an automatic email notification of a new ticket being created? I think we don't have this option right?
and Is it possible to disable the clone feature on certain issue types in a project?

In the Notification Scheme of the project, you can configure that jira send and email when a Ticket is created.
But for Cloned Tickets, the Event is other... and Jira does not send email notifications.
However, you can configure Jira to send email notifications when a ticket is cloned by creating a custom event and adding a notification scheme for that event. This would require some advanced configuration and would involve creating a custom event that is triggered when a ticket is cloned, and then creating a notification scheme that includes email notifications for that event.
