JIRA 4.4.1- External users can "vote" even when vote is turn off?

I am seeing a really weird case where I have turn off vote in my environment, and me as admin cannot vote but yet an externa user can see the vote link show up on the Activity stream. When he click on the link it said there is an "An unknown error occurred while voting".

Any idea if this is an actual bug or something is wrong with my environment?

This is a known bug, please check https://jira.atlassian.com/browse/JRA-25399

I guess this will be fixed still with some 4.4 version
