Fixed. I run the JIRA executable 'as an administrator' and not simply 'open' it.
I didn't think that makes a difference since I'm already user/admin of the OS.
Anyway, the info may help other ^^

I don't see that in my interface. I can just contact JIRA administrator if I have not already an account.

Ah, sorry, I thought you were using OnDemand, not a local install. How did you configure your user directory? If it's external (like LDAP) then you'll need to go to that system. If it's internal, have a look at https://confluence.atlassian.com/display/JIRA/Retrieving+the+JIRA+Administrator
