Just download .jar file from here, and paste the .jar into your $JIRA_HOME/plugins/installed-plugins folder.

You can download the plugin from the marketplace and upload the jar to the JIRA standalone version. I also have problem with proxy configuration and always use to download the plugins from marketplace.

Remember you can also manually install the plugins by downloading the .jar and putting it into the correct folders. Please check the following page for more information!

Ok, your network is configured to block access from the Jira server to the Atlassian marketplace.
You could open up your network, or you could try going to the marketplace in a browser on a machine that can reach it, look for Agile, find the "download" link and grab that to get a file which you can then upload on your server.

1) Instal Jira
2) Go to Admin -> Add-ons, find the Agile add-on and click install
