JIRA Initial Database Setup Crashes on Ubuntu 15.10 (catalina.out)

Hi there,

I'm unable to install JIRA on Ubuntu 15.10 with 2gb of memory allocated to Tomcat. Install DB = Postgresql 9.4.6 and the output to catalina.out is located here https://gist.github.com/JohnCaza/b4fb35941500977eac4a

It basically gets stuck after enter the database information... and then when it restarts it tells me a bunch of plugins failed to start ... and that's that.

This was resolved after changing the plugins startup time.
