My JIRA is locked. How to unclock my JIRA and run the application.

Can you please update the question correctly with JIRA server and remove cloud label from it?
It seems, there is a problem with plugin cache somewhere and the best solution for this would be to delete plugins cache and restart JIRA service. In case, it doesn't work, please share error from the atlassian-jira.log file.

I agree with @Pavel Junek , it seems a server instance. Try to stop JIRA and remove cache related to plugin (https://codedoers.atlassian.net/wiki/spaces/SUPPORT/pages/1165361153/How+to+delete+clear+plugins+cache+in+Jira) and then try to restart.

Your Jira Server is not "locked", it is struggling to start all its components.
