I am very new to Jira. Our system administrator created two projects for our team. The Project Lead is listed as my current project manager. As a user, is there a way to know who has access to our project issues? Is this a system administrator capability only?

You don't have to be a system administrator. If you are a project Administrator you can also see and change the roles in your project and see (read-only) the permissions each role has.
Project Administrators can manage the roles and permissions in their projects, but if you are using groups to assign roles or permissions, you will have to be a System Administrator to figure out who has access to your project. Groups are managed at the System level, not the Project level.

Typically no, but it all depends upon your access permissions and roles that were (or were not in your case) set up by the Project Lead or System Administrator.

By default yes. But as mentioned above it depends. And to set/change your access permissions require jira-administration global permissions, something that should not be provided to all users.
