With both the JIRA SVN and SVN ALM plugins, we are having stability issues around "malformed network data" errors.
The problem, in a nutshell, is that the plugins stop working entirely after an arbitrary period of time, making the plugins unreliable and effectively useless.
Googling has been unproductive: what I want to know is whether anyone has found a solution to this issue, because lots of people are reporting it. We want to integrate JIRA and SVN, but unless we can rely on the plugins to actually stay up for more than twenty minutes at a time, they're worthless.
Failing an answer, has anyone found a /good/ integration of JIRA and SVN?

The ALM add-on has apparently gone open-source, but I'm having a hell of a time finding the source code. Where can I get it, so I can try rebuilding with a different svnkit version?
I'm afraid I don't know, and my google skills fail me - I can't find it anywhere. The source for the Atlassian subversion add-on is available though

Nic: I was able to dig up https://github.com/curtischauke/subversion-alm, but I can't get it to compile because of problems with docminer. If you have a chance, I'd be intrigued to see if you're able to get it to build.

The subversion add-on is a /good/ integration of JIRA and SVN, and the SVN ALM add-on is similar and does more.
The error you are getting is being thrown by the subversion connection, not the JIRA addons though. I suspect you've run into https://issues.tmatesoft.com/issue/SVNKIT-476 but there's some suggested workarounds on Atlassian's tracker at https://ecosystem.atlassian.net/browse/SVN-364
