How to find how many times JIRA went down over the past 3 months and how much is the out time?

You will need a monitoring tool to achieve this, like Nagios or Zabbix for example.

In JIRA itself there is no feature to provide this statistics, however, you can open your logs at $JIRA_HOME/logs, run some greps for "JIRA Starting" occurrences, and then try to generate some statistics based on the log files and JIRA startup events.
