JIRA Workflow Transition Condition to stop assignee

We have several points where the rest of a team needs to review the changes that have been made by the assigned team member.  For this reason it seems that we will need the ability to set up conditions that allow us to exclude the assigned user from having permission to move the issue ticket beyond the review stages of the workflow.  

Is there a way to do this in Vanilla Cloud JIRA, or has anone found another way to achieve the same goal?

You can set restrictions at the transition level in workflow.  One of those restrictions can be based on the assignee of the issue.
