As Nick mentioned, that error message happens when a plugin fails to start up during JIRA starting procedure. I don't think that would cause JIRA to go into a "not responding" stating after it was already up, though. Would you be able to upload a log so we can further check it?
Ugh, pictures instead of logs. That timeout could be any number of things, but the most likely culprit is inadequate hardware - JIRA + Plugins do require quite a lot of oomph to get going.
