JIRA software new users cannot sign up through the email invite link

I'm trying out JIRA software for my company. I'm at Administration -> User Management -> Users, I was trying to invite new users by entering name and email. after I clicked invite button, the system tells me that invitation link has been sent on the right hand corner, also there was another bar that says "Add payment details to keep working with your dream team.

I checked the email sent by Atlassian and clicked the join team button, that brought me to a "Sign up to join your team" page, however, when I entered my password, indicated I'm not a robot, and clicked Sign up, the system does not bring me anywhere, and it was as good as refreshing the page.

Why is this so? Do I have to add my payment details in order to allow other users to access Jira?
