JIRA suite utilities disabled on my JIRA cloud instance

I would like to add post functions and conditions in jira without actually using the JIRA misc plugin(which costs extra money). I know that the JIRA suite utilities is an inbuilt add on in JIRA, but when I goto manage my add ons I see that the JIRA suite is disabled.
