I am using JIRA 6.3.6 and I want to upgrade JIRA.Can you please suggest to which JIRA version I should move?
Which JIRA version is stable?
and Please also suggest me postgresql version supported for JIRA .

There is no answer which fits all.
Usually the latest version is considered stable.
- Check the release notes of every major verison. Each major version has new features which you might find interessting.

- Do you use plugins? Check if your plugins support the version you want to upgrade to.
- Jira 7.4.x supports the latest postgres version 9.6.x. Jira 7.3.x supports postgres up to version 9.5.x. If the 9.6 version is to "new" for you, maybe stick with a 9.5 version.

You need to upgrade to a 7.0 version first, if you come from a 6.3 version.
Every release is concidered stable I guess, but all software has bugs.
Here is what Atlassian says:
You cannot upgrade directly to 7.4 from 6.3.
