JQL for Fix Versions without issues assigned

I'm looking for JQL or another way (EazyBI was tried, too) to list all releases, even those that don't have issues assigned to them.  Since the filters are issue based, I get why JQL or EazyBI aren't returning the fix versions without issues...but is there another way?

I'm considering automation that adds a generic task so that we can build a full annual release report but wanted to see if there was another way to generate this report.  

Our exec team wants to see all releases in flight or for the next x quarters.  Easy for those that have issues assigned...but not so much for others.

Is this for more than 1 project? Do you have Jira basic or premium?
