I need to create a JQL that will tell me when all the stories within an Epic is completed. I don't want it based on a single Epic. I am hoping to automate the closing of the Epic if all the stories are complete.

great. while it requires an addon it is a good solution for sure.
I don't believe you can do this OOTB if the Epic is a variable. You might consider scriptrunner or power scripts. Have a look at this article.
maybe someone else has come up w/ an OOTB means.
