Hi Ashwin, welcome to the community. This could be a fair bit of work depending on how many projects you have. The default Jira permission scheme is open to all login users (screenshot below)

First remove "Any login users" from Browse Project Permission.

Then  you want to make sure that only people, groups or roles that you want to give this access.
