Jira 4.4.2 - 4.4.3 Assignee list criteria???

When resolving an issue in jira, there is a dropdown list for the Assignee field. There are several names at the top of the list that are different almost everytime and I can't seem to find what the criteria is for names to be shown in this section:

-Automatic-

-------------------

name01
name02
name03


-------------------


other names here...

name01-03 don't seem to correspond with anything....

Please check the Assignable permission in your permission scheme. This permission determines which users will be displayed in the list. If this still does not explain the list of users you see, check if there is a workflow step specific Assignable permission. Just check the workflow step properties for that. if this also does not explain the list there might be some Javascript running on your page that dynamically changes the select list. Such kind of Javascript could be embedded in the description of custom fields, the announcement banner or run by the Behaviours plugin.

Well the assignable permission explains with is in the lower part of the list.

The upper part of the list are some recently used assignees, or something. I don't know the criteria, but it's some subset of the list of users which are assignable.
