(Jira 5.1.7) Change Value Of Custom Field Based On Another Custom Field - Javascript In Description Field Not Working For In-Place Edits

Trying to change the options in one custom field drop down based on the selected value of another custom field drop down.  Found the JavaScript-in-the-custom-field-description technique and it works great... in all but one case.

The JavaScript is working for issue create pop-up window and edit issue pop-up window but it does not work if user edits the field 'in-place' on the ticket 'browse' page by hovering over the field and clicking the 'pencil' icon (to edit the field on that page).  I suspect this is because the custom field description does not exist on this page (only field name and value is displayed on this page).  Is there any way to solve this issue (including the possibility of making the 'in-place' edits disabled???)?
