Jira 8 , where are the new project and features options?

I just downloaded jira 8 for linux, and was trying to find out where are the new features because I can't find them. Please see images attached of what I am trying to find.

New project wizard, and project features enable/disable.

The screenshots you've provided are from Jira Cloud. :)

The features that were released as part of Jira 8 can be reviewed from the release notes. The major highlight for Jira 8 is the improvement made on indexing due to the upgrade of  Lucene.

@Hyd3k These appear to be screenshots of the next-gen experience in Jira Software Cloud. I don't think they apply to Jira Server.
