There are several options in Jira Software Server.
1. You can select a third party app like resolution's API Token Authentication, which covers both basic and advanced functionality, like defining scopes by token, and creating permission schemes for who can create, use, or create tokens for other users. You can even decide to disable password-based authentication for API calls. For full disclosure, note that resolution is my current employer.
2. If you are on Jira Server 8.14 or later, you can also use the native API tokens, which are a bit more rudimentary.

Once you install the app and click on configure, you'll find the API Tokens tab where you can create API tokens.
The end users can click on the Avatar >> Configure API key to create API tokens.
