Jira Core Users can't create agility project?

My Jira Software users can create a project that's limited to the agility template. My Jira Core users don't see the "create project" button on the projects screen?

Could you check if the Create Independent Project global permission is granted to the Jira Core Users?

It said "anyone", but i still added the core users to the global permission... logged in as one and still no "create project" button.

The users have admin rights they can be able to see the Create Project button on the Projects screen irrespective of project types ...

Please make sure the user should have the admin rights.

 don't want everyone to be able to create shared projects, but anyone should be able to create an independent project.
