Jira Core vs Jira Software

We have Jira Software, does that include the Jira Core function, such as Project Management?  We would like to put all of our team (Marketing, HR) etc on 1 system

yes, Jira Software includes Jira Core features (bussiness project types).

yes you do have access to Jira Core when you have Jira Software. You can put your Marketing or HR team on Jira Core licences, as these are cheaper than Software licences, and then create Jira projects for these teams.
