Hello community.
As the application owner I want completely deny "Upload app" functionality as I have automated systems for plugin deployments and all deploys should be performed via this approach. Manual deploys will break logic of implemented solution. While too many users have admin permissions (bad practice but we have what we have) each of them can manually upload plugin via Jira UI.
Is this a way how to disable this button in "Add-ons" section?
I saw you mentioned that
there's a -D flag you can set that removes the "upload addon" function.

The -D flag is (or was?) a "dark feature" which it is recommended you do not use. The system I saw it in was a few years ago, and it may well have changed or been removed.
I can't find the document it used to be noted in anywhere, which means I can't tell you what the flag was. It was something reasonably obvious, as you could read it straight out of the environment and see what it did. My memory is muttering -Dupload.plugin=false or -Dupm.upload.plugin=false but I can't be sure.

You can remove users (groups of these users) from the Jira System administrator global permission and these users will not have the upload app button.
For most users Jira administrator permission is enough, though I prefer to have as few of Jira administrators as possible.
