In Jira, we use a issue collector to collect help questions from our users. We have it set to be reported by the user who is logged in. We also allow users whom are not logged in to report issues. When this happens, the reporter is set to a dummy account for this purpose.
My question is, is there a way to create this dummy account without a password (basically make it so that the account cannot be logged into). Reason being is that our company has a policy where we have to change passwords every 45 days. This just makes another thing to remember to follow this policy.

Same at our company. Use the Jira Internal Directory to create your dummy or internal administrator accounts. It burns a license, but we consider it as the cost of doing business.
