As a prerequisite to project import, I am re-creating my workflows on the target jira instance. As I understand I need to re-create all workflows (transitions within it) and the workflow schemes.
My question is do I need to recreate the post-functions associated with workflow transitions as a pre-requisite in order to perform a project import?
The documentation on project import mentions nothing about post-functions.

You mean you are recreating workflows from scratch? You should try the workflow sharing plugin or just import the workflows as XMLs.
Whatever be the case, you don't have to worry about workflow post functions if you talk purely about the import. My suggestion, however, would be to use the same workflows including post functions etc. Else it will result in a different behavior I guess?

Exporting workflow as XML and then importing it to target JIRA works well. It is also good to double check if everything works as expected. I found that in my case there is this one Linked Status that is not correctly set so I had to fix it manually. Post functions, conditions, workflow transitions and properties are all good.
