Jira Software Data Center in Azure - Pricing information

I need to set up Jira Software Data Center in Azure. I need to inquire about the costing/pricing information? Will the Jira usage amount be deduced from the main Azure subscription that I have or I need to purchase separate license from Altassian

On the Azure setup page, it says the following

Evaluation license

You'll have 14 days to roadtest with the preloaded evaluation license and you can extend it by going to my.atlassian.com and signing up for an additional 30 day Data Center Evaluation license.

For Jira Software we need to purchase license for users if you have 10+ users.

So this separate license can be purchased from Atlassian only and then loaded in Azure ?

Also what about if number of users is less than 10 ?
