Hello, We are a small organisation and currently have enabled 250 Jira users in Jira Settings. Although, we have an extremely small agile team of 3 devs and 2 testers, I'm looking to understand if its possible to configure Jira to enable only 10 licences for Zephyr scale - free installation keeping the overall Jira user count to 250.

for any app that you want to install on your Jira instance, you will be charged on the total number of users for that instance even if only 2 people actually use the app.
This means that if you have currently a 250-user Jira instance, any app (including Zephyr) will be charged for 250 users.
The only way around this would be for you to create a new Jira instance, with only the 5 people using Zephyr. This means that they would only be charged for a 10 user license.

Thanks Alexis - its really useful to know. Just another question on the same lines, if we have a separate Jira instance for Test management, would it be possible to get the traceability and reporting across different jira instances?
