I cannot access to Jira Website (https://cscjranor004.csc-fsg.com/) when using certain public IP like 115.164.*.*, or 113.211.*.*.
Please advise.

That URL is an on-premise instance - your issue is likely due to whoever hosts is configuring the firewall intentionally to prevent public internet access.
(Cloud instances always end in atlassian.net until at least later this year when https://jira.atlassian.com/browse/CLOUD-6999 may get delivered)

As @Kit Friend stated, your jira is on-premise instance and not on Atlassian cloud. You need to contact your company IT/Network team for this.
