Jira - Workflow error message

I am trying to add a transition on the workflow from in progress to QA and unable to create it. I have published the draft but keep getting this message.

Hi Laurissa - Welcome to the Atlassian Community!

That will happen under certain circumstances like the existing status has no direct outflows (transition to) another status. 

So, you will need to copy the Workflow, and then make the changes you desire to the inactive copy of the workflow.

Then you will need to update the workflow scheme to add the new one you just created and replace the old workflow by selecting/mapping the issue types connected to the original workflow to the new one. 

Then be sure to publish the workflow scheme.

It is usually is a related to another existing transition, causing an issue.  You can copy the workflow and save under a different name and that will usually allow the transition.
