Hello. I catch such issue. Let me know if this is a bug.
I had automation rules created for one of the projects that created tickets on a schedule. There was a need to disable them, I did it and then deleted it altogether. But tickets are still being created. I checked both the database and the exports to xml, there is no mention of the existence of these rules anywhere and I cannot find out what these tickets are fruiting. Can someone tell me what to pay attention to?

To confirm which automation created the ticket, Navigate to the ticket, See the automation details in the right side detail section, and from there you will get all the Automation details that execute on that ticket. From that list check which automation is responsible for ticket creation.

Could you please check the Automation Logs? It should give you some hints. Also, you can check atlassian-jira.logs file.

I'm not sure it's related to cached but have you tried to restart the service?
