Jira cloud instance is not opening due to below error

The JIRA hosted on our server was accessible but suddenly 8th May 2019 it stopped working.

JIRA version = 7.0.9, Java Version = 1.8.0_51

Can you check below to start from:

1. The jira user has the correct permission to access the database

2. The correct password is given in the config file

3. Database service is running in the server
