Can we simultaneously import projects from WhiteHat Security’s cloud jira into cloud jira while vendor’s prof. services are migrating on-prem jira to the same cloud jira instance? That has the potential for both to be trying to restore individual project backups at the same time.
I would not risk that. You should do merges/migrations one at a time, because you're going to have to do conflict resolution on every migration, and running at the same time means you can't reliably do that. Let one migration finish, then do one set of conflict resolutions and import the second batch.
By the way, you can't do this with backups. If you import backup-1 complete, then do backup-2, it will destroy the data that's come in from backup-1
You should be considering the second step as a "merge" type migration. You certainly don't want to attempt that while someone else is importing, whether it's a complete migration or another merge.

In This it has two Scenario,
1) The customer wants to import from WhiteHat Security's jira to jira cloud .
2) and Some other vendor are migrating his On-prem to Cloud instance .
So , here two backups are needed .
They are trying to restore individual project backups at the same time.
You can Say it might be possible !! But I haven't tried . So, it will be good to go one by one .
