[Jira] custom menu with access right

I created custom menu in Jira (I used announcement banner ) but I don't know how to define special permissions for this menu!

I have a user who must not see my custom menu.

is it possible?

Hey Igor,

At the moment, we are only able to control the Announcement Banner visibility by making is Public (visible to anyone) or Private (visible for logged in user). However, apparently there may be no way for us to restrict the visibility of the Announcement Banner based on user groups or roles. There is actually a feature request addressing this feature, but unfortunately the resolution of the request was set to Won't Fix:
