Hi,
Is there currently an option to build hierarchy in Jira (Epic- Initiative-Phase- User story - Task) that will reflect the progress of each?
Unfortunately we were not able to do so only relate the entities. Is there an option we are missing? If not, is there a plan to allow that and when will this be available?

The Premium subscription plan includes Advanced Roadmaps, which allows you to extend the issue hierarchy upwards above the Epic level and show those relationships in a timeline. Note that functionality is available only for the Jira Software product, not the Work Management product, and is only available in the Premium/Enterprise subscription - not the Free or Standard subscriptions.
There are also third party apps available from the Atlassian Marketplace that would add that functionality to your Free environment, though you may have to pay for those apps.

Those might also be applicable only to the Jira Software product. You would need to review the documentation for them to see if they would meet your needs.

The easiest way would be to use issue links to create your own hierarchy. Howewer there is no native way to visualize hierarchy based on issue links.
The other way would be use Advanced Roadmaps as mentioned by Trudy.
