To be upfront, I'm a part of a single group in the free tier for school. Jira is trying to charge me $17 USD because someone aparently invited me to a second group, which, a) I did not accept the invite and b) I'm never paying for something I didn't sign up for.
I've tried to "unsubscribe" with no luck as the second group apparently has an admin in it?, idrk to be honest and I don't care, I just don't need an illegal bill hassling me when I'm struggling enough to pay my rent.

I took a look at your Atlassian Cloud account, but I am only seeing you a member to a single Cloud site. And you are not shown as a billing contact or site-admin of any of our Cloud sites. So I'm not sure why you would be seeing any bill at all.
That said, I would suggest that you have your site-admin Aaron S. reach out to our billing team. It would appear that your site currently has 11 users. That would put that site out of the possibility of the free plans which are restricted to 10 users. Adding the 11th user will automatically upgrade the plan to a standard edition, where it is now.
The site-admin has to either reduce the user number to 10 or less in order to downgrade to free, OR they would have to pay the monthly bill to have that many users on the site.
If nothing is done, the site could be marked as deactivated for non-payment and then setup to be deleted there after.

To be sure I understand your situation, you currently have a single free Jira site but were added by someone to another site (different url)? (I guess this is what you mean by group?)
I can see from the details the community pulled from your Atlassian account that it says you are on a Standard Trial somewhere so most likely the 2nd site is indeed in a Standard Trial and thus when the trial ends it will ask for payment.
You also mention you are admin on that site so most likely that is then as well why you are getting the payment reminder. As long as you didn't enter any payment details on the site itself the bill won't be going to you and if there is none at all then the trial will just expire.
You can always add a (redacted) screenshot of the mail you got for payment that way it would also become more clear.
Either way, if something was enabled on a site you have access to/are admin on it will never just bill you but might send you some reminders that payment details are needed. If nothing is added then the trail will just expire.
As @Brant Schroeder mentions we'll loop in Atlassian to see if they can clear up the confusion.
