Jira is unable to communicate with itself via its Base URL

We checked firewall arrangements, everything seems as it should.  Jira application refuse to connection, how could we find reason ? 

Is there a arrangement on the Jira app side that needs to be changed to enable this communication?

Curl:(7) Failed to connect couldn't connect to our base url port: 443 Connection refused

I would re-check the firewall - connection refused is a typical response from a firewall block.
