Jira issue-level restriction

I have two groups (let's call them A and B) for a Jira project. I'd like to use A for project permissions (mainly for 'browse projects'), and use B to create a Security Level and use the Security Level to restrict part of the Jira issues.

My question is, if I configure this way, can I expect the result of it to be:

- If an Jira issue doesn't have a Security Level, the project permissions will be applied (group A will work).
- If an Jira issue have a Security Level, group B will work

1.  If the jira issue in the project does not have the issue security level set, then it will be visible to all groups and actions on the issue will be as defined in the permission scheme.

2.  If the jira issue has issue security level set to Group B, only users in group B will be able to see the ticket and the actions on the ticket will be as defined in the permission scheme for the project.
