Jira license downgrade

Hi all!

We would like to downgrade our JIRA license from 500 to 250 users.

Is this possible without renewing our maintenance since it expired?

We need to buy some plugins but want to go fo lover tier price.

Can Atlassian just issue new license key without maintenance renewal?

I did and I got this answer that maintenance needs to be renewed with lover tier price for maintenance.

But this is insane in my opinion. We are going here aginst us and that should not be a problem for Atlassian.

If someone wants do downgrade valid license why he has to pay for it?

All I need is new license key for 250 user license.
