Jira migration via csv with Attachment

I am migrating issues from a particular project from one instance to another.

Does Jira provide any features for migrating issues with attachment.

Since the migration is being done in a large instance that is critical, i don't want to take risks doing the migration with anything that will compromise the performance of the instance. 

Hence I'm assuming csv import is the most suitable option for the import. Please advice otherwise.

I want help in including the attachment of the issues in the migration. Is there any possibility without plugin available in JIRA?

If a plugin is mandatory, which is the most suitable one?

I would take the Bob Swift Jira CLI. There you can easily export and import alsmot everything, including attachments.

Thanks for the response.

But the thread speaks only about import of attachments. I need to know how to export them as well.
