I just discovered that in our JIRA 6.3.15, if i bulk move issues from my project to another project JIRA no longer asks for Reporter Change despite the fact that the current Reporter in all of theses issues doesn't have create issue / browse permisions in the target project.
Is this how current JIRA works because in previosu JIRA version JIRA used to prompt this.
Using it one thing as it is a system field that will get created and show up on the view screen whether you added it or not. So make sure the field is actually added to your edit screen if you have different screens for create/edit/view.
Yes - we use the Reporter field across many projects. Before or after the Move, we can edit that field.

I can't test this now but can you ensure that the field is an editable field, on the edit screens of the appropriate issue types operations?

I noticed the same thing in our 6.4.1 version just moving one issue. Reporter is no longer available to change during the Move action, regardless of whether a Reporter is present or not (tried it both ways).
