The site have problems during the page loading (Eg. the right menu is not loaded and appears as empty
On different browser Eg. Chrome all works properly

I turned off last pass and the problem went away.
Was there a resolution to this?
I have similar issues. Dashboard does not display at all and menu's don't drop down while the Dashboard (empty) is displayed. This works in Safari, Chrome, and Edge. Although it is very slow.
The challenge is that my client's IT policy requires that only IE 11 can be used. Which makes my Jira instance unusable. Funny thing is the it worked fine with the prior version of Jira Server that I was using on trial basis.
I am running IE 11 on Windows 10 with Jira 8.3.1 (new production instance). Jira 7.13 (the trial version) worked file.

This is a page that lists compatible browsers (among other things).
Maybe you could go with an earlier version of Jira that is still compatible with your browser?

Not an idea solution, but maybe you could be alright with trying it and then convincing your IT to upgrade or introduce another browser.

I see...you are on a 'starter' license for which Atlassian support isn't provided. :-(
so you are stuck w/ us. :-)
I will ping some other champions to see if they have any thoughts on this. I don't use IE and have never seen this error. The only think I can offer is the obvious which I assume you have exhausted:

In addition I noticed that the problem appears usng Board menu functions only

@Roberto Silvestri, I’m not sure I understand the urgency given it seems to only occur with IE. However, you may consider opening a ticket with Atlassian support in parallel to seeking input from the Community.
