Atlassian Team members are employees working across the company in a wide variety of roles.
In that case you'd need to first upgrade the data from JIRA 6.3.14 to version 6.4.5. You can either:
- Set up a new (temporary) instance of JIRA 6.4.5 and import a backup from JIRA 6.3.14;
- Or you can upgrade the older version directly to 6.4.5.
Then, you'd need to create a new backup from the new JIRA 6.4.5 instance and use it to restore the project in the target instance. This entire process is described on Restoring a Project from Backup.
