How can Jira Software(server) connect to Outlook mailbox, retrieve the emails and log it as an issue?
Can I specify customized fields for it to extract from the email content?

You can configure mail server in JIra and then configure Incoming mail handler to create issues and create comment on the issues.

Its not very difficult for the configuration and you should have some knowledge about the ports, mailbox configurations for IMAP and POP based on the requirement, you can take help from the IT team who is managing the mailbox.

Microsoft disable Basic Authentication, you will not be able to create issues and comments from email in Jira and Oauth2.0 authentication configuration is not difficult, please refer the below document and asked your Azure team to follow the steps in document.
