Although the licence model changes in JIRA 7, the actual use of licences does not change a lot. You still buy a licence for a certain tier of users and apply it by going into Admin -> licences.
A licence for JIRA 3 will work for all later versions of JIRA too, including JIRA 7 Core. If you have a JIRA Agile licence, you can apply it to JIRA 7 Software (same if you have got Service Desk)
We have no way of knowing how many users you have licences for - check the licence screen or system info screen in your JIRA, or look at your my.Atlassian account.

That's not right, JIRA 3 shows you all of those fields and the numbers of users in the system info page (I'm looking at one now!)
You could also try user admin -> users - I think that shows you "you have X users, of which Y are counting towards your licence". But I'm not sure what version that was implemented in.
Also, the licence screen will show all the information including numbers.

I could have sworn there was a licence link in version 3's admin menu. Otherwise there was no way to add users to it
Anyway, you should still be able to see the numbers licenced in the system info screen - I don't know why you have blank and missing fields in there.
More to the point, you should also be able to see the numbers in your my.Atlassian account when you go to get the key to put into JIRA.
Your current key will not work for JIRA 7 - the format of the keys changed, and you need to generate a new one. (You'll need to do that as you step through the versions as you upgrade anyway)
